Move can eliminate third-party building inspectorate fees
Jim Dielhenn, Operations Manager – Mobile Maintenance, has studied for and gained Accredited Certifier status as a competent person to self-certify commercial and domestic heating, ventilating, air conditioning or refrigeration (HVACR) plant installations from BESCA - the Building Engineering Services Competence Accreditation organisation. This recognition as an industry specialist is set to bring customers a cost saving.
Building Regulations (Part L), relating to energy monitoring and emissions, have required, since 2006, that Local Authority Building Control must be informed of any new or replacement plant changes to HVACR. The plant should be issued with a Compliance Certificate, and the traditional route is to notify the local authority, which sends a building inspector (for a fee) to carry this out.
Self-certification by the installing company can speed up this process at reduced cost to the customer and remove the risk of failing to be seen to comply with regard to 'notifiable works' and potential prosecution under the Building Act.
Notifiable works include:
- installation of a new or replacement hot water system
- installation of a new or replacement boiler, ventilation or air conditioning plant
- installation of a new heating, ventilation or air conditioning system, or an extension or alteration to an existing one
- re-commissioning of an existing heating, ventilation or air conditioning system.
